Actual progress in the field of economic and energy cooperation between ROK and RF, which was discussed by researchers and government officials in ROK and RF is still far from expected due to domestic problems in both countries and unstable international environment in Northeast Asia. In this paper, the understanding and consideration of the development of relations in the economic and energy fields between the two countries in the Moon Jae-in and Putin system, which seeks to develop new relations, not only at the bilateral level, it should be done simultaneously at the ‘regional level’ and the possibility of regional cooperation in terms of ‘mini-lateralism’ should be considered. In this context, this paper examines Korea-Russia energy cooperation as a “mini-lateralism” three-way cooperation. In conclusion, we argue that Korea and Russia should establish a regional energy cooperation in Northeast Asia as a key country for cooperation among states in the region, and demonstrate visible results in a short period of time.
