The purpose of this study is to explore the effects of human capital on strategic flexibility and examine the difference of organizational capital on the relationship between human capital and strategic flexibility. This study used five star hotels’ employees who have worked for over two years as data samples. The data were collected 327 surveys and 314 surveys were collected valid and used in the analysis for hypothesis testing. The collected data were analyzed using the statistical package SPSS 12.0. This study applied frequency analysis, exploratory factor analysis, reliability analysis, correlation analysis, multiple regression analysis, independent t-test and chow-test. The findings of this study were as follows: First, human capability and creativity of human capital lead to increase strategic flexibility. And the effect of human capital is stronger than creativity on strategic flexibility. Second, organization culture, information and technology capability and innovation capability of organizational capital have moderating effects on the relationship between human capital and strategic flexibility. The findings of this study suggest that hotel has to increase of human capability and creativity of human capital for strengthen strategic flexibility. And hotel has to increase of organizational capital for efficient role of human capital on strategic flexibility.
