This article aims to explain the leadership type of President Trump in the context of U.S. domestic politics. For the purpose of minimizing the author’s possibly subjective interpretation, this article resorts to such political scientists like James M. Burns and James D. Barber for the theoretical framework of presidential leadership. As a whole, the leadership type of President Trump amounts to the ‘discontented Hamiltonian one.’ President Trump, instead of coordinating his policy with the Republican congressional leadership, claims to be the national leader representing U.S. sovereignty supported by the newly reinforced white nationalism, which stands in quite contrast to the Jeffersonian model. Besides, he tends to slight the constitutional principles such as separation of powers and check and balance, and does not faithfully abide by the protection of minority, which is evidenced by such measures as the Muslim entry ban and the wall-building along the Mexican border. At the same time, he ferociously and revengefully criticizes his political opponents when they disagree with him on the one hand, while forcing absolute loyalty and total respect to him from his White House staffs and cabinet members on the other hand. These endemic Trumpian habits all conflict with the Madisonian model suggested by Burns. Best fitting the discontented Hamiltonian model among others, Trump leadership pattern also accords with the psychological symptoms elaborated by Immelman.

이 글은 2016년 미국 대선 전후와 2017년 취임 이후의 행적을 통해서 트럼프 대통령의 리더십 유형을 미국의 국내정치적 상황과 관련하여 설명해 보았다. 자의적인 해석의 여지를 가능한 한 줄이면서 미국 국내정치의 여러 요소들을 담아 트럼프 대통령의 리더십 유형을 논의하기 위해서 번스와 바버의 분석틀을 빌어서 글을 작성하였다. 이와 함께 트럼프 대통령의 국정운영이 이러한 국내정치적 요소와 함께 그의 독특한 개성에 기인하는 측면도 분명히 존재하기 때문에, 심리적학 요소를 통해 트럼프 대통령의 인성 및 이에 따른 그의 국정운영의 특징을 분류하는 논의도 간단히 소개하였다. 종합해 보면 트럼프 대통령의 리더십은 현상불만 해밀턴 유형으로 분류될 수 있다. 트럼프 대통령은 공화당의 전통적인 노선을 존중하면서 공화당 지도부와 협의를 거쳐서 집합적인 정국운영을 지향하기 보다는, 백민 민족주의의 틀 속에서 미국의 주권과 안전의 최종적인 수호자로서 자신의 위상을 정립하면서 국가전체 위에 군림하려는 경향을 보이고 있다. 또한 트럼프 대통령은 견제와 균형, 권력분립의 헌정적 원칙에 충실하면서 소수세력의 권리를 존중하기 보다는, 절차를 무시하고 대통령의 인사권과 비상권한을 위험하게 활용하면서 권위주의적인 지도자로 부각되고 있다. 이와 동시에 자신에 대한 적대세력을 무차별적으로 비판하고 백악관 참모나 고위 행정관료들에 대해서 절대적인 충성을 요구하는 모습은 현상불만의 해밀턴형 대통령 리더십 유형에 가장 근접해 있다고 보인다. 이러한 트럼프 대통령의 리더십 유형은 개인의 심리적인 인성요인의 다양한 특성에 따른 행태적 특징과도 상당수준 일치하고 있다.
