The aim of this article is to clarify the republicanism of Park Chunghee regime in 1960~70s. Constitution of ROK is based on the article of democratic republic of provisional government of Korea built in 1919. Park Chunghee regime approved this article and it was historical pressure to admit democratic republic in 1960~70s. In short, republicanism was the smallest common measure of that time.
But although nobody rejected republicanism its substance was ambiguous. Park’s regime and whole society of Korea were indifferent this matter. Modernization discourse was important regarding republicanism. Park and his gang accepted modernization discourse and made slogans ‘national restoration’ and ‘modernization of fatherland’.
In modernization theory, essence of development is to overcome and eradicate premodern and feudal things. In this course the key factor of modern politics is not republicanism but democracy. e former is a supplement of the latter.
Meanwhile when republic is intermingled with capitalism, no one ignore liberalism. Nationalism, as a substitute of republicanism, is in confrontation with liberalism. As a result the road to the public have to go through nation and state. e opposition way is a jungle of unlimited competition made by liberalism and capitalism. Individualism and liberalism are bound tight to nationalism and thus possibility of positive influence of it for publicness is reduced.
