This study was designed to improve the quality and quantity of children"s participation in the Seoul government’s transformation of Seoul into a child-friendly city. In particular, we created a plan for the participation of children in the ‘child impact assessment’, which assesses the effects on children of the Seoul Metropolitan Government’s policies and regulations.
First, we examined cases of child participation in the establishment of child-friendly cities and areas overseas and in South Korea. We particularly focused on Seongbuk-gu, Gangdong-gu, and other autonomous districts of Seoul that have already introduced child impact assessments, and drew implications from them for the Seoul Metropolitan Government. Second, we reviewed Seoul’s existing government participation organizations and projects for children and youth, and summarized some suggested measures for improving them. Third, we chose some of the Seoul government’s projects related to housing as pilot projects for the child impact assessment, and held a workshop for children and adolescents to conduct their own assessments of the projects.
Based on our findings, we proposed the following measures to improve the process of transforming Seoul into a child-friendly city: the formation of a children"s and youth council; the establishment of online and offline spaces for children"s participation in city government; and the creation of a training and public relations system to promote child participation.
We also recommended setting up a monitoring team to ensure children’s and youths’ participation in the child"s impact assessment. We have proposed a process in which the monitoring team is directly involved from the stage of selecting the project to be evaluated to the stage of checking whether the results of the assessment are reflected in the project.
