The purpose of this article is to examine how the issue of the return of cultural properties will be discussed at the resumption of the North Korea-Japan normalization talks through the experiences of the Korea-Japan normalization talks.
The North Korea’s demand for Japan’s apology and return of illegal looted cultural property will collide with Japan’s position that it has exported cultural properties legally. It is highly likely that the legal obligation to return is likely to be settled in turn-over like the Korea-Japan normalization talks. When it comes to the scope of cultural properties to be returned, the Japanese side will consider only the excavated cultural properties of the North Korea through the experiences of the Korea-Japan normalization talks. Therefore, discussions will be conducted focusing on the North Korean cultural properties. It is expected that North Korea will demand the return of the relics of Nangnang, Ogura collection and the five-story stone pagoda from Yullisa temple site in Pyongyang. In particular, The North Korea will first demand the relics of Nangnang, which have the symbolic meanings of the historical view of colonization and the looted cultural properties.
