The IMO has set up a work plan for MASS regulatory scoping exercise and aims to complete it by 2020 during MSC 99th session. For safe operation of MASS, various system and human elements should be considered. In this study, it is identified that required Knowledge understanding and proficiencies(KUPs) for safe operation of MASS based on STCW 1978 Convention. According to the survey, it is identified that the longest time required technology to development for MASS operation is the technology related to the emergency response. And it is identified that the KUPs of the deck officer/engineer officer required by STCW 1978 is 114/164 each respectively. In addition, based on 4th level of MASS, it is identified that deck officer are required to have 114/82/16/0 KUPs for each level of MASS, and engineer officer are required to have 164/146/14/0 KUPs for each level of MASS. Also, based on questionnaire survey, the RO required 72 KUPs applied to deck officer including "apply COLREG content for safe navigation duty", and RO do not required any of KUPs applied to engineer officer except for safety issues such as "Ability to develop emergency and damage control plans". As a result, the RO also required to have appropriate Certificate of Competency in accordance with the STCW 1978, and required to have appropriate ability to understand and apply of informations related engine department of the vessel.
