After the dissolution of the Soviet Union, Turkey made active foreign policy toward its newly established neighbours, especially focusing on the Central Asia, Caucasus, and Balkan region. Since these regions share many cultural, religious and ethnically values, Turkey has been employing active polices to these regions to enhance its political and economic position by various cooperative policies. Turkey's high ranking among donors in Central Asia, Caucasian and Balkan countries indicates that Turkey is one of the most active state in the region. Turkey is providing more assistance to these countries than many other developed countries, thereby Turkey is demonstrating its status as a friend and ally in the region. This is ‘interest’consideration of ODA policy, saying that helping those developing countries would be in the interest of donor state. Thus, this paper tries to examine Turkey's national interests and how Turkey's foreign aid attained its foreign policy goals. Initially this paper will examine the Turkish ODA policy and ODA organizations and institutions in Turkey. Then it will try to analyze the Turkish approach and strategy to ODA policy. The research findings will show how Turkey defines and formulates its foreign aid policy as a foreign policy tool.
