The purpose of this article is to verify popular understanding of democracy, the level of popular support for democracy and political participation in Thailand and the Philippines in comparative perspectives, by analyzing the data of Asian Barometer Surveys I, II, III. This article finds that: first, the popular meanings of democracy in both Thailand and the Philippines are 'freedom in general' in ABS I, II and 'politics that is clean and free of corruption' in ABS III. There are, however, more differences than similarities in their understanding of democracy between Thais and Filipinos. Second, people's support for democracy is stronger in Thailand than in the Philippines. Although democracy is preferable to authoritarianism in both countries, economic development is more important than democracy in their peoples' popular understanding. In terms of distance from authoritarianism, the Philippines is closer to authoritarianism than Thailand in various standards except the disagreement to military government. Third, the popular understanding of political participations is at higher level in Thailand than in the Philippines.
