The lack of trust obstructs the communication between politicians and people, disrupting Korean society into sects and resulting in consumptive disputes. In this respect, popular mistrusts are deeply rooted in the realms of national unification, diplomacy and security, on separated regimes or on Korean peninsula. This study puts the most priority on national unity in constructing a unification culture, for which the most decisive factor was conflict settlement. This study examined both factors, communication and reliability that act to resolve such conflicts. This study has a viewpoint that conflict settlement is most crucial for national solidarity and that mutual trust between people and government underlie a desirable culture relating to unification. The system should be kept so that the government and people can play their roles, in search of national prosperity and people’s own welfare. If the unification culture is not rooted through solidarity, our nation gets in a disorder, forcibly disabling unification. Therefore, national unity is the bottom line in constructing the unification culture. Both socialization and unification culture are mutually on the continuum and circulated. The unification culture is a product from socialization, which is in turn conditioned and affected by the former. Both factors are correlated with each others in a complex, diverse way.
