This work is intended to highlight the point that emphasizing the roles of a state as a welfare provider of comprehensive child-care services in Korea is necessary to achieve triangle balance, and consequently suggest that strengthening a state's roles can become an important factor in securing the publicity of child-care. As for a study analysis tool, the triangle tool on the basis of theory by Abrahamson(1991) and Esping-Anderson(1990) was used. This work came to the following conclusions. First, from the perspective of a state, the current child-care facilities mostly accounted for private child-care facilities and home - based child-care facilities. Second, from the perspective of a company, whether child-care services should be provided in a public way or in a private, market-based, way can be determined depending on whether the childbirth and child-care that is involved in the category of child-care services is regarded as a social issue or a private issue. Third, from the perspective of a family, there are parent cooperative child-care facilities where parents directly participate in child-care services, and the operation committee and policy committee of child-care facilities that focus on educating parents. Therefore, this work was intended to discuss the necessities of child-care in the communal society, which should be comprehensively approached from the standpoint of the roles of a state (government) and in the form of child-care servicess provided by a companies (market) and a families (parents).
