오늘날 다문화가정에 대한 교육은 정부의 지원을 받으며 다양한 기관들에 의해서 실시되고 있으나, 체계적이지 못한 행정체계로 인하여 대상자들이 관계 기관으로부터의 교육에 대한 사전정보를 숙지하지 못하거나 중복교육 또는 중복투자가 발생하는 등 다문화가정에 대한 지역별로 관리가 원활하게 이루어진다고 할 수 없는 실정이다. 특히 다문화 자녀의 교육실정에 관한 여러 문헌 조사 결과를 살펴보면 다문화 자녀 교육이 미래지향적인 바람직한 방향이 아닌 체계적이지 못한 관리행정으로 인하여 향 후 대한민국의 소중한 국민으로서 성장하게 될 다문화가정의 자녀들이 글로벌 시대에 맞는 인재로 나아가는데 상당한 어려움에 봉착할 가능성이 매우 높은 것으로 조사되고 있다. 따라서 본 연구에서는 다문화가정 구성원들에 대한 교육 및 행정이 효율적으로 운영이 될 수 있도록, 다문화가정 교육을 경험한 학생들의 자료를 데이터베이스화하여 다문화자녀 교육 이수자에 대한 지속적인 지도 및 관리, 그리고 다문화가정 교육 주체 간의 지속적인 상호작용이 이루어질 수 있는 시스템을 개발하고자 하였다. 이를 위해 기존의 선행연구, 시스템개발 전문가, 설문조사 등을 통하여 다문화자녀 교육·복지 서비스 통합관리 시스템을 제시하고자 한다.
The purpose of this study is to develop an integrating management system of education and welfare services using the experiences of students who have undergone multicultural children. In order to achieve this purpose, the following research questions were established:1. What is the required elements for integrating management system of education and welfare Services?2. How to develop an integrated management system model?3. What is effective operating method for an integrated management system?4. Will multicultural children education and welfare services through an integrated management system, enhancing the effectiveness of education and welfare services be possible?In order to achieve the purpose of this study, literature on subject of the concept and characteristics of multicultural families and designs and models of the integrated management system were examined. With this theoretical background, each research methods on the model of the integrated management system were applied step-by-step.
The results of this study are as follows;1. From the literature research, it became apparent that there were no follow-up studies on the children who had have received multicultural children education. Therefore, the management system was designed to run the multicultural children education effectively, with the experiences of children who had received multicultural children education, in order to supervise the children in connectivity through a integrating management system.
2. Each research methods were carried out on each phase of the designed model of the multicultural children education. The model of the integrating management system was developed through the process of analysis, design, implementation and evaluation.
3. Experts' advices in accordance with established development model of multicultural children who completed training that can be administered systematically multicultural children education and welfare to develop a system demonstrate this by viewing the implications for the effectiveness of teaching multicultural children were found.
4. Using the management system and focusing on children who had have received multicultural children education, a clearer definition of multicultural children education would be gained and the effectiveness of a integrating management system for multicultural children education would be confirmed.
The conclusions of this study are as follows.
In this study, an integrating management system for the multicultural children education and welfare was designed and implemented. The system was assessed positively by those who were involved in the field of multicultural children education and welfare. With the integrating management system for the multicultural children education and welfare, the data of the multicultural children education and welfare, i.e. the multicultural children, teachers, the circumstances of their families and schools, and welfare practitioners can be accumulated longitudinal connectivity.
By having the accumulated data through the integrated management system for multicultural children education and welfare, not only will it be helpful in drawing up new policies, for the multicultural children education based on the fundamental research and scientific research, but also be able to leap a step forward within the arena of multicultural children education and welfare. Also by using the system it will be possible to find and share the various creative ideas and efforts that have been tried by each institutions for the multicultural children.
