Report Errors
The success or failure of national defense depends on the effectiveness of the defense planning system that comprises to the first step of the five-phased defense management system--the so-called planning, programming, budgeting, execution, and evaluation system (PPBEES). However, its effectiveness is limited due to the lack of both feasibility and linkage of planning documents. In particular, organic linkage between documents is the lifeline of the PPBEES. For the linkage of documents to be institutionalized, some preconditions should come into being, including the simplification of the planning system into a brain structure, a hierarchical division of labor among planning documents, and clear and tangible policy guidelines.
