The purpose of this article is to explore the perception of public conflicts and conflict management methods based on the survey of the members of Resident Self-governing Committee in Jeju society. Public conflicts increase at a rapid pace with various aspects. It is not rare to face the situation in which public policy and project implementation is delayed or blanked. There is a high level of perception about the social conflicts and thereby a strong need for systematic conflict management to resolve them. However, unlike the people's perception, institutional devices that can resolve conflicts are estimated to be inadequately operated. The implications for seeking conflict management methods based on the empirical survey analysis are as follows. First, it is necessary to ensure actively the opportunities for participation of social actors and the local residents in particular with diverse interests so that public policies and projects can fully reflect their different opinions. Secondly, it is very important to open information to interested actors and to conduct the related administration transparently from the planning stage of public policies and projects. Thirdly, the Jeju Special Self-Governing Province should increase the ability to cope with conflicts by taking full measures to improve and complement the law, systems, human structures, and policies. Fourthly, it is necessary to reflect actively the merits of Alternative Dispute Resolution Method (ADR) and Deliberative Method for Public Participation in the contents of law and institutional improvement. Finally, the preemptive implementation of the conflict impact analysis is critical in the case of policies and projects where conflicts of interest are expected, regardless of which particular conflict resolution method is adopted.
