There are some historical problems between Korea and Japan relations. Especially, history textbook problem occurs every 4 years. However, there are only a few researches about it. This paper aims for analyzing about how Korean governments deal with the problems by using individual factor, the Korean President's leadership. To achieve this purpose, I take two examples, President Kim Dae-Jung in 2001, President Roh Moo-Hyun in 2005. Then, we can get to know President's individual character and his circumstances affect foreign policy toward Japan. President Kim who is Minus type characteristic pursues stable, thoughtful and material policies. In contrast, President Roh who is Plus type characteristic progresses reformative and adventurous policies. Like this, President's individual character affects foreign policy and international relations.
