Administrators have the power of most environmental policy making. Unfortunately, they have had the instrumental perception of Nature, and have caused a lot of ecological disruptions. Therefore, they need a new perspective of Nature, and have to change their value orientation and policy interest. On that point, this article insists that our bureaucrats should actualize ecological ethics as codes of their action, and build their systemic process for learning and institutionalizing it. Also, this study categorizes public servant's ecological ethics into negative ethic and positive ethic, and then provide legal compliance, protection, conservation as codes of their action for negative ethic, and provide aspiration, preservation, doing nothing, restoration as codes of their action for positive ethic. Finally, this article sets forth prerequisites for actualizing our bureaucrats' ecological ethics such as public servants' training for their ecological conscience, eco-friendly discourse analysis, green governance, creation of pro-eco policy-community.
