This study aims to revisit the English School, particularly Hedley Bull and his famous book, the Anarchical Society. In doing so, this study sheds light on the meaning, role and connotation that his work has in the field of the International Relations. Hedley Bulls argues that a group of states, conscious of certain common interests and common values, can form a society and that the concept of an international society should be a starting point to analyze and assess the possibilities of order in world politics. Elaborating these arguments, he methodologically takes a non-positivist, historical, structure/agency and Eurocentric approach. In particular, Hedley Bull takes a historical approach rather than a positivist one, with the belief that the former can explain the diversity and complexity of international relations better than the latter. There are of course some criticisms against Hedley Bull’s works. From a theoretical perspective, the term an international society is required to be defined more precisely and the relationship between an international society and a world society should be explored more fully. From a methodological perspective, his conservative attitude toward international relations, deriving mainly from his historical approach, becomes a target of criticism. Similarly, Hedley Bull often come under attack for taking a Eurocentric approach that results in confining the concept of an international society to a particular European phenomenon. Despite these criticisms to his theoretical arguments and methodological approaches, it is quite clear that Hedley Bull’s work is giving us a richer understanding on international relations. His idea of an international society could provide a new way of thinking on international relations that would have good implications for the interaction practice among states. In particular, it presents an alternative perspective of international order, distinctive from the pessimistic realist perspective of a world in conflict.
