The 1885 Thai memorandum of reform, which was written in the critical situation of colonization in Southeast Asia in the mid-1880s, especially against the background of the threat of colonization to Thailand, contains wide-ranging suggestions for modernization of administration in Thailand. The memorandum suggests, above all, that the political system of the absolute monarchy should be changed to that of the constitutional monarchy in order to prevent Thailand from being colonized by an European power.
The 1885 memorandum seems to have much influenced the reform of modernization which the Thai government of King Chulalongkorn (r. 1868-1910) carried out since the mid-1880s. The introduction of the constitutional monarchy was refused by King Chulalongkorn, as seen in his 1885 letter of answer to the memorandum. However, the institutionalization of succession to the throne, military reform, reform of the central government administration, reform of the judical system, the payment of monthly salary to officials, and reform of the corvée system seem to have been more or less influenced by the memorandum.
