International donors have worked closely with Vietnamese mass organizations in delivering public services, poverty alleviation, and environmental improvement. In the Vietnamese situation, mass organizations are a dominant force in civil society. The Vietnamese sociopolitical context could allow this force to be a dynamic watchdog and any ignorance about this force could lead to misunderstanding the nature of civil society in Vietnam. This is a practical base for international donors to reconsider their beneficiaries and aid strategies. The recommendation resulting from this practical base is that international donors concentrate on supporting mass organizations for generating sustainable change from inside the political system. International donors should take mass organizations as a focus and improve their capacity so that they can fulfill their functions effectively in the future.
