Radio waves are a vital and limited national resource. So, what is the spectrum trading? Spectrum trading allows the holders of the right to frequency, granted by Korea Communications Commission(hereinafter referred to as 'KCC') under the provisions of Article 11 of the Radio Waves Act to transfer their rights and obligations under their licences to another party. Why is spectrum trading important? Improves upon the efficiency and economy of assigning spectrum through administrative means. More responsive to fluctuating and changing spectrum needs and uses over time. This paper is to study activation methods of spectrum trading in the Radio Waves Act. At first, it has to expands the right to frequency under the provisions of Clause 1, Article 14 of the Radio Waves Act. At this time, spectrum trading is only allowed to transfer the right to frequency of frequency assignment by payment under the provisions of Clause 2, Article 14 of the Radio Waves Act. But, even in frequency assignment by examination, it must grant the right to frequency in the Radio Waves Act. Secondly, right to apply for modification of usage and a technical method of frequency must be granted to the transferee and lessee. Thirdly, it have to improve approval procedure of spectrum trading of the right to frequency in the Radio Waves Act.
