The purpose of this study was to develop the scale for parents, which enables the parents to verify the extent of Early Childhood 's use of smart devices and determine whether the parents has right awareness, in order to provide a basis for parents who have Early Childhood when they allow their children to use smart devices. The questions, which were related to the 'scale for parents'- developed in this study - enabling the verification of Early Childhood 's use of smart devices, were verified from the three standpoints, i.e., the soundness of questions, validity of scale, and reliability thereof, and based on the results of verification, the scale was brought to completion. First, the results of the analysis on the soundness of questions showed that the mean value ranged between 4.42 and 2.77 regarding the question response distribution of the 'scale for parents' which enabled the verification of Early Childhood 's use of smart devices, and furthermore, the standard deviation ranged from 1.01 to .69. A significant difference(p<.001) was observed for all questions in terms of the difference of scores between the upper-ranking group and lower-ranking group with respect to the 'scale for parents' which enabled the verification of Early Childhood 's use of smart devices. Therefore, this is the evaluation tool allowing the difference between the upper-ranking group and lower-ranking group to be distinguished when the parents look into the extent to which their Early Childhood use the smart devices through this scale. Second, the sub-area, contents, suitability, etc., of the tool were reviewed by the experts in order to validate the contents. In addition, the correlation of the total scores was analyzed based on each question in order to look into the validity of recruitment. The results showed that there was a significant correlation in all 43 questions. Third, the Cronbach α coefficient for the results in whole was found to be α=.92 when the reliability of questions was examined. The validity of scale was established, considering that the reliability for each area was found to be stable with the suitability of motivation of use standing at α=.83, the suitability of usage standing at α=.76, the suitability of social relationship standing at α=.69, the extent of value perception towards the smartphone standing at α=.76, the suitability of time spent on using the smart devices standing at α=. 88, and the suitability of communication standing at α=.72.
