Recently, safety education has been strengthened in our society and schools. Furthermore, in order to innovate and strengthen the school safety education, the nation is requesting to set up the safety education time separately in the first and second grade curriculum and emphasize it. However, there is little study on how effective and proper the safety education in schools should be made. In particular, there is almost no study on the basic processes and procedures of safety education instruction and useful teaching models. This study focuses on exploring the principles and general processes and procedures of teaching and learning for elementary school safety education based on this problem. Therefore, in this study, we examined various safety education instruction theories which are presented at national level, safety education institutions and organizations level and scholar experts level, and examined basic principles of elementary school safety education instruction. Then, based on these principles, the general process and procedure of teaching and learning of elementary safety education should be investigated to pursue the cognitive aspect, the behavioral aspect and the affective aspect integrally, After presenting the model, we discussed the overall and stepwise management plan of this model. This study explored the general process and procedures of elementary school safety education instruction. However, it is necessary to study specific subordinate instruction models that are important for more effective operation of elementary school education teaching and learning in the future. Specifically, this study suggests that instructional models for elementary school safety education should be modeled in at least three directions: practice and experience, inquiry, and direct instruction. However, it should not remain in the discussions of this study, and more theoretical and empirical studies should be carried out to further improve the suitability and effectiveness of safety education.
