This article examined how do the relations of outside in modern Korea formed and developed for understanding of Korea's development. Korea showed exclusive, hostile and pragmatic attitudes around the relations of outside in modern Korea. First, Korea acted exclusive in relation to western groups during Late chosun Period. Ethnocentrism attitudes based on the confucian universalism affected to recognize exclusively the western groups in situations no awareness of other ethnic groups. Second, Korea acted hostile in relations to Japan and North Korea. By Japan to invade the korean empire, korean became aware of national consciousness and formed a hostile attitude against japanese during the colonial period of Japan. And nation has been divided into two by relations of international power, South Korea and North Korea both had a hostile attitude to the same ethnic group on the basis of ideology, Socialism and Capitalism. Third, Korea acted pragmatic in relations to nation-states since Industrialization because of economic benefits, not the politics. After all the outside relations depended on political and economic power relations than conditions of contact.
