This article explains the continuation and change of foreign policy in North Korea’s power succession transition period. It argues that international politics and the North Korean regime survival have influenced the formation and difference of foreign policy in leadership succession transition period.
After the collapse of socialist states, Kim Jung-il regime had pushed forward the improvement of North Korea and the United States relationship to acquire guarantee of regime survival and economic support from Washington.
Meanwhile, Kim Jung-eun regime gained the security of regime through the backing of China as chief ally unlike Kim Jung-il’s one. It will maintain the enforcement of relation with China and Russia and the development of nuclear weapon and missile. With the exception of a large assistance package from the Obama administration, it will be difficult for North Korea to make efforts to improve relationship with the United States and Japan.
