The purpose of this study is threefold. The first is to examine how cyber communication tools have been or will be effectively applied to second language learning in electronic learning (e-learning), mobile learning (m-learning), and further in ubiquitous learning (u-learning) environments. The second is to propose a ubiquitous learning model of English (ULME) based on total quality management (TQM) principles. The third is to survey how college students are engaged in cyber communication in terms of reality and feasibility of u-learning of tomorrow. For this purpose, a questionnaire and an English proficiency test have been carried out in this research. Findings of this research are outlined as follows. First, the ubiquitous computing environment has readily enabled educational professionals to provide learners of all ages with real time u-learning customized to their demands. Secondly, educators and researchers are those responsible for developing pedagogically optimized models of u-learning which are consistent with the learners' lifestyles, with special attraction to reluctant young learners and adult learners for lifelong learning opportunities. However, the survey findings are less likely to support u-learning on the part of educators as "digital immigrants", but are more likely to support technical readiness on the part of college students as "digital natives". No relation has been traced between the literacy in digital text writing communication and the English proficiency of the respondents in this survey.
