This study aims to investigate the policy response against air pollution especially PM10/PM2.5 and evaluate the spatial properties, the meteorological effect of PM10 particles in São Paulo, Brazil. The results showed that the annual mean concentrations of PM10 at the 24 air quality monitoring stations ranged from 32 to 45 ug/m3. The highest concentration of PM10 was observed at the CAETA and OSASC stations. In São Paulo, the prevailing winds on a normal day tend to be from the south-east to north while the dominant wind direction of the daily maximum PM10 concentration is to either be from north to south. Using the back trajectory analysis at the 500 meters during the 72 hours, the winds originated from the Atlantic ocean adjacent to the northern region of Brazil and passed the northern regions of São Paulo state in the PM10 episode period(18.September~19.September). The wind field at the 50 meters above the ground also showed that the winds were from north in the PM10 event. The night time average for PM10 was higher than the day time values and the mean concentration of PM10 of the week also higher than the weekend. This means that the concentrations of PM10 have been affected by the anthropogenic sources in the urban area. PM10 is significantly correlated with PM2.5 at two stations suggesting that the concentration of PM10 and PM2.5 was affected by same sources. This study also infers that the winds from northern inducing PM10 and PM2.5 including PAH from biomass burning. Together with these scientific observations, this study also traced successful policy responses to reduce air pollution included the PM10/PM2.5, represented by transportation policy for regulation for air pollution with vehicles and energy policy for renewable energy development(e.g. bio-ethanol). Through this two-side(policy and scientific field) investigations and researches, this thesis concludes that there is a policy limit, or a side-effect with bio-ethanol development process even this process strongly involved against air pollution reduction. It needs more scientific researches and must develop more accurate policy response in near future in São Paulo, Brazil.
