Most vertical handover research has been based on Mobile IPv6 (MIPv6) in a loosely integrated network, which combines heterogeneous networks via the Internet, yet this involves a long handover latency due to the host based mobility management characteristics. Meanwhile, MIPv6 and Proxy Mobile IPv6 (PMIPv6) based research in case of a tightly integrated network, which combines heterogeneous networks via core network, only deals with a simple IP network and does not consider the signaling of the cellular system. Therefore, this paper presents a hybrid integrated network architecture that combines a loosely and tightly coupled network interworking approach. In addition, an efficient network based hierarchical mobility management scheme between a UMTS and WLAN network is proposed for vertical handovers and local mobility. The proposed network-based hierarchical mobility management scheme also combines PMIPv6 with UMTS signaling for a seamless handover. Simulation results show that the proposed scheme can reduce the service disruption time and efficiently support service continuity when compared with a MIPv6-based scheme.
