If the political leadership is necessary to obtain the reformation of administration, the end of this article is to find the reasons that some cases were successful and the others were not between the relations of the politics and bureaucracy in the postwar of Japan. So as to examine this topic, it is more effective to study the reformation of the administration that have been used in the past. With this way, it is possible to clear up the interest in the matter among main performers, in addition, it is also possible to understand the special features of the Japanese politics' organization. The analysis about what had been obtained and not in the reformation of administration has the meaning to find the possibility of reformation. To analyze what had been obtained is so effective to know how to reform the Japanese political organization. Moreover, by the analysis about what had been not got, what kind of things hinder from reforming political organization. On this point, this article lets the reader know the effect of the reformation the administration in the postwar of Japan, the special features of the Japanese politics' organization. This article focuses on the Japanese politics of the 1960's, the 1980's and the 1990's. Finally, the analysis of the reformation of the administration makes the readers know the relation with the politics and bureaucracy.
