Purpose: This is an analysis about the growth of environmental industry in Japan on a basis of the idea that global attention and investment in environmental industry has been increased since 2008. Composition/Logic: This study observes how environmental industry which was introduced in the strategy for economic growth has been grew up. Based on this, we examine how environmental industry which contributed to the development of domestic economy has promoted overseas expansion analyzing success cases. Findings: The growth of environmental industry in early stage was represented the waste disposal by overwhelming percentage although it has turned into renewable energy field since 2011.3.11. This indicates environmental industry has been developed in multi-layered. The environmental industry policy in Japan suggests direction of improvement keeping pace with international environmental industry policy institutionally. As a result, it contributes recovery of domestic business conditions in some parts, but it doesn’t lead to overseas expansion case. Environmental industry requires collective acts including technology as well as operation and management. In the case of Japan, low price and operation competitiveness compared to technology competitiveness are inferred about the cause. The successful overseas expansion in common is to realize the importance of strategy to focus on specific products and user class, means of implementing its strategy, human resources who implements that strategy. Originality/Value: The chance that environmental industry is included as strategy of economic growth was Green New Deal Policy in 2009. New industry, environmental industry, was required for economic recovery over long-term stagnation. This means organizational change of environmental industry in aspect that environmental industry were promoted away from existing small environmental industry. The analysis of Trend of environmental industry and overseas expansion case in Japan is meaningful in a point that it can suggest its implication for Korea.

연구목적: 일본 환경산업의 동향과 해외진출 사례를 분석하는 것이다. 이는 2008년 이후 전 세계적으로 환경산업에 대한 관심과 투자가 증가했다는 점에 착안하여 일본의 환경산업이 어느 정도 성장하였는가를 분석하는 것이다. 논문구성/논리: 연구는 2009년 이후 경제성장 전략에 유입된 환경산업이 어느 정도 성장했는지를 관찰하고 최근의 산업동향을 파악하였다. 이를 토대로 내수경제에 기여한 환경산업이 어떻게 해외진출을 도모하고 있는지를 성공사례를 통해 검토하였다. 이를 체계적으로 설명하기 위해 본 연구의 구성을 다음과 같이 설정하였다. Ⅰ장 서론에 이어 Ⅱ에서는 환경과 경제성장과의 관계를 살펴보고, Ⅲ장에서는 환경산업을 둘러싼 환경과 국제환경정책의 동향에 대해 분석한 후, 그 성과와 해외진출 사례를 토대로 한국의 시사점을 Ⅳ장에서 도출하고자 한다. 마지막 Ⅴ장은 결론부분으로 분석의 내용을 고찰하고 본 연구의 한계와 향후 과제를 설정한다. 결과: 환경산업의 성장은 초기에는 폐기물 처리를 중심으로 하는 업종이 압도적인 비율을 차지했지만, 2011년 3.11이후 환경산업이 재생에너지 관련분야로 시프트하고 있다. 이는 환경산업이 다층적이고 중층적으로 발전하여 왔다는 것으로, 이러한 맥락에서 본다면 환경산업 정책은 제도적으로 국제환경산업의 정책과 보조를 같이하면서 발전방향을 제시했다고 할 수 있다. 결과적으로 지역경제 활성화를 통한 내수경기 회복에 일정부분 기여했지만, 해외진출사례로 이어지지 못한 부분도 있다. 그것은 환경산업의 특성상 기술뿐 아니라 운영 및 관리를 포함한 종합적인 부분을 필요로 하지만, 일본의 경우 기술경쟁력에 비해 가격 및 운영경쟁력이 약하다는 것을 요인으로 유추할 수 있다. 해외진출 성공의 공통점은 특정상품과 수요층에 집중하는 전략, 전략수행의 수단, 이를 구현하는 인재의 중요성을 인식하고 있다는 것이다. 독창성/가치: 환경산업이 경제성장 전략으로 유입된 계기는 2009년 미국발 그린 뉴딜정책이었다. 이는 장기침체의 경기회복을 위해 새로운 산업의 등장이 필요했고, 그 산업이 환경산업이었다는 것이다. 이는 환경산업의 구조적 변화를 의미한다. 그 이유는 기존 환경산업의 영세성에서 벗어나 규모의 환경산업 육성이 시작되었기 때문이다. 이러한 의미에서 환경산업의 동향과 해외진출 사례분석은 한국의 시사점을 제공할 수 있다는 점에서 의미를 부여할 수 있다.
