The purpose of the present study was to develop assessment criteria for speaking and listening skills. The assessment criteria used were developed by recognizing problems and possible solutions in early childhood English education in Korea and by verifying many opinions from professional groups in the field. This study developed a total of 21 assessment standard items. As for the contents taught at each level. Level 1 examined fluency and basic interactions, such as greetings, and behavior whether or not a child shows interest in a story being told English. Level 2 examined fluency as well as accuracy whether a child can use proper English to express his or her thoughts. Level 3 examined higher-level English fluency. We concluded that the developed oral language assessment criteria for early childhood English education was developed in the absence of purposes and evaluation tools. Also, it is expected that the developed standard will lead the purpose and direction of early childhood English education. This study recommends that follow-up researches on English language education among a wider range of students and evaluator education programs be conducted for the development of an improved and standardized early childhood English education curriculum.
