One of the largest difficulties which are experienced by the criminal victims(and the bereaved family) is material damage. According to that, the various financial support systems for criminal victims protection are prepared and managed. However, the financial support systems have a many limits and prerequisites and there are very many criminal victims who do not understand victims support system well. In order to overcome such problems, the positive public relations and notice system of the various financial support systems for victims must be devised. Also, in order to perform substantial function of that systems is required the positive improvement of the current system. That is, First, in relation to the criminal injuries compensation system are required realization of the amount of money, strengthening of public relations, expansion of compensation range, compensation to simple injury and mental damage, and drawing up a plan which can secure a source of revenue, etc. Second, in relation to the compensation order system are required expansion of the application range, strengthening of publicity work, and notice system to the this system for victims. Third, in relation to victim-offender mediation systems is required preparing of the basis regulation about restitution in a Criminal Code or the Criminal Procedure Code etc. Regulations that restitution can aggravate, mitigate or exclude punishment of offenders under the specific conditions must be provided for in Criminal Code. And, regulations that restitution have to be on a consideration matter for 'suspension of indictment', 'suspended execution of punishment' or 'warning with punishment reserved' must be provided for in Criminal Procedure Code. Next, considering of the limitations of national financial condition, it is in need of establishment of the Crime Victim Fund. And, method for financial support to the Victim Support Center must be devised.
