Despite the difference in their ideologies and political and economic systems, both South and North Korea claim that they have a “democratic system.” There is, naturally, a difference in the perception of democracy, not only between the two Koreas but also within South Korea itself. Whereas South Korea places emphasis on its liberal democratic system which serves as the aim of the South Korean education for unification as well as the ultimate goal of a unified Korea, North Korea calls for a political system based on “social democracy.” Furthermore, South Korea is rejecting the North Korean democracy while North Korea defines the South Korean democracy as a “bourgeois democracy.” The different perception of democracy between the two Koreas may act as an obstacle during the unification process and after unification, as both sides attempt to realize and develop democracy in the unified Korea. Therefore, it is pivotal to conduct a reflective inquiry on the North and South Korean democracy before moving on to the discussions on peace and unification of the Korean peninsula. A democracy with liberal democratic order is not only an ideal political system for the Korean peninsula. It will also serve as the core value, the main purpose, the ultimate goal and the means to reach it in a unified Korea. A clear definition of democracy will also become a motivation and a source of support for the difficult and complicating process of reaching peace between the two Koreas.Some problems of the 7th curriculum of moral education have been raised.
