The central government has totally controled public rental housing policy so far. However the gap between ‘where the public rental housing have to be supplied’ and ‘where the public rental housing is able to be supplied’ made significant public rental housing concentration on Gyeong-gi province of Seoul metropolitan region. The imbalance between supply and demand like this makes low-income bracket of other region move to Gyeong-gi province, and that occurs fiscal burden shift between local goverments. So, the purpose of this study is checking up the scale of the fiscal burden shift and developing resonable resolutions. According to the result of this study, Gyeong-gi provincial government has made considerable fiscal loss about 152.3 billion Korean Won(10.5 million Korean Won per household) for national rental housing residents moved from other region until July 2012. The fiscal burden of Gyeong-gi province will be increased if national rental housing is supplied consistently in Gyeong-gi province. Therefore this study suggests some resolutions : Central government’s Fiscal compensation to local government, Introducing quota system for public rental housing, using existing houses as public rental housing by purchasing system, central government’s fiscal supports in respect of welfare expenditures for residents who moved from other region. And finally for efficient supply and management of public rental housing, this study is urging decentralization by transfer the rights of housing policy to local government.

중앙정부 중심의 공공임대주택 정책은 짧은 기간 안에 대량의 임대주택을 공급함으로써 저소득층의 주거안정에 기여한 것으로 평가받고 있지만, 공간적으로 건설이 쉬운 특정 지역에 공급이 집중되는 경향을 보였다. 이로 인해 지역간 수급의 불균형과 편중이 나타나게 되고, 이는 필연적으로 공공임대주택 입주자의 주거이동을 유발하게 되었다. 이는 임대주택이 과다하게 공급된 특정 지자체의 재정에 부담을 가중시킬 수 있으며, 지자체간의 비용전가 문제를 유발할 수 있다. 이 같은 문제의식 하에 본 연구는 경기도의 국민임대주택을 사례로, 비용전가 문제를 실증 분석했다. 분석결과, 경기도에는 수도권 국민임대주택의 74.5%인 13.9만 호가 공급됐으며 이 가운데 14,560호는 서울시와 인천시에서 전입한 가구가 입주한 것으로 파악됐다. 서울시와 인천시에서 경기도 국민임대주택으로 전입한 가구에 대한 조세감면액(세입 감소분)과 복지비용 지출액(세출증가분), 개인균등할 주민세(세입 증가분)을 중심으로 비용전가 규모를 추정한 결과, 경기도에 약 1,523억 원의 재정부담이 발생한 것으로 산출됐다. 조세감면액이 약 526억원, 복지비용 지출액이 약 1,000억 원이었으며, 개인균등할 주민세로 인한 세수증가분은 약 3억 원에 그쳤다. 이 같은 문제는 경기도내 기초지자체간에도 발생하고 있으며 장기공공임대주택이 상대적으로 많이 공급되는 기초지자체의 부담이 크게 나타나고 있다. 이 같은 문제를 개선하기 위해 중앙정부 차원의 재정보전과 임대주택 부담금 정책 도입을 고려해 볼 수 있으며 기존 주택매입임대와 주거급여 확대 및 지방정부의 복지비용 부담 완화도 필요하다고 보인다. 또한 중장기적으로 지자체 중심의 공급체계 구축을 통해 지자체가 지역 실정 적합한 임대주택정책을 추진하는 것이 바람직하다고 판단된다.
