The central government has totally controled public rental housing policy so far. However the gap between ‘where the public rental housing have to be supplied’ and ‘where the public rental housing is able to be supplied’ made significant public rental housing concentration on Gyeong-gi province of Seoul metropolitan region. The imbalance between supply and demand like this makes low-income bracket of other region move to Gyeong-gi province, and that occurs fiscal burden shift between local goverments. So, the purpose of this study is checking up the scale of the fiscal burden shift and developing resonable resolutions. According to the result of this study, Gyeong-gi provincial government has made considerable fiscal loss about 152.3 billion Korean Won(10.5 million Korean Won per household) for national rental housing residents moved from other region until July 2012. The fiscal burden of Gyeong-gi province will be increased if national rental housing is supplied consistently in Gyeong-gi province. Therefore this study suggests some resolutions : Central government’s Fiscal compensation to local government, Introducing quota system for public rental housing, using existing houses as public rental housing by purchasing system, central government’s fiscal supports in respect of welfare expenditures for residents who moved from other region. And finally for efficient supply and management of public rental housing, this study is urging decentralization by transfer the rights of housing policy to local government.
