Conflicts arise due to changes in the administrative environment and an increase in the administrative demand of the local residents. The purpose of this study is to analyze conflict characteristics of Jeollabuk - do and to draw policy implications. To this end, conflict data from Jeonbuk province from 1997 to 2017 were constructed and used for analysis through leading conflict DB and KINDS. As a result of the analysis, there were many conflicts of interests and non - favorable facilities. Conflict resolution was achieved in the following order: conflict resolution by profit, conflict resolution by system, and conflict resolution by authority. Conflicts are likely to arise in local governments' policies and projects. Therefore, preventive conflict management is important for this, and it is necessary to manage the conflict by cause of conflict and conflict area. Also, it should be managed when conflicts are created by managing conflict resolution methods by conflict cases.
