Arctic governance is changing with fast-melting sea ice, increasing possibility of access to natural resources and facilitating Arctic sea route in the Arctic Ocean. Against this backdrop, this study introduces the concept and characteristics of Arctic governance and analyzes the current changes in Arctic governance from the environmental, normative, economic and political perspectives. In addition, the future of Arctic governance is prospected by scenarios, focusing on the role of the Arctic Council. This study also suggests direction for Arctic policy of Korea considering the changing Arctic governance. In particular, this study proposes that Korea should make an efforts to build a ‘multi-dimensional cooperation platform’ and lead the ‘Arctic epistemic community’ under the assumption of stable governance and also strengthen solidarity with various Arctic stakeholders to cope with unstable Arctic governance.
