There are many concerns in the world of artificial intelligence, but there are also many expectations. Many of these concerns and expectations can be said to be the problem of artificial intelligence itself, but also of humans surrounding it, which is intertwined with interests. These problems in the human community can only be solved through effective governance of artificial intelligence. Because artificial intelligence governance is a matter of communication among members after all, one can think of this information and communication technology called “social machine” as an active way to contribute to the coexistence of humans and humans and artificial intelligence. This study discusses the conceptual nature and principles of information, and the humanities and sociological implications of social machines for artificial intelligence governance on the basis of the philosophy of information with themes of mechanics, utilization and science. In particular, the constructivism-based philosophy of information provides a theoretical basis for promoting communication among members of society with the concept of Valera's autopoiesis and Luhmann's social systems in artificial intelligence governance.
