The purpose of this study is to analyze and evaluate the operational status of educational programs implemented by the International Intellectual Property Training Institute(IIPTI), which is a public training institutes relating to intellectual property in Korea, attached to Korean Intellectual Property Office(KIPO), to draw the necessity of expansion, improvement or establishment of those educational programs. And also, this study seeks to suggest appropriate directions for human resources development .(HRD) of the International Intellectual Property Training Institute(IIPTI) in accordance with the 4th Industrial Revolution era and to arrange a promising vision, goals, and long-term plans for the International Intellectual Property Training Institute(IIPTI). In order to accomplish those purpose of this study, we had analyzed international and domestic educational environments relating to intellectual property and had examined operational status of educational programs implemented by the International Intellectual Property Training Institute(IIPTI) and other important institutions, such as Korea Invention Promotion Association(KIPA), Korea Institute of Science and Technology Information(KISTI), WIPO Academy, European Patent Academy(EPA). And then, we had conducted sophisticated and objective evaluation against educational programs implemented by the International Intellectual Property Training Institute(IIPTI) by methodology and mechanism based on CIPP Evaluation Model. We had also conducted Focused Group Interview(FGI) with staffs of Korean Intellectual Property Office(KIPO). And finally, we had suggested goals and long-term plans for the International Intellectual Property Training Institute(IIPTI) and had established concrete action plans for achieving those long-term plan. As a result of this study, the International Intellectual Property Training Institute(IIPTI) needs to introduce new measures to improve its educational environments and response to environmental changes, taking into consideration following aspects : ① The International Intellectual Property Training Institute(IIPTI) needs to enlarge and expand its role as a educational institution and to shift from a mere training institution to a man-power training institution in the field of intellectual property ② The International Intellectual Property Training Institute(IIPTI) has to design and operate appropriate educational programs in accordance with governmental policies relating to national workforce. ③ The International Intellectual Property Training Institute(IIPTI) has to establish educational infrastructure for consumer-directed services by its ‘selecting and focusing’ strategy
