최근 문제가 되는 일선 병원들의 간호사 부족 현상은 활동 간호사 수의 부족에서 기인한다. 간호사 면허를 취득한 후 의료기관에 근무하는 간호사는 전체 간호사의 절반도 채 되지 않는다. 따라서 간호사 부족 현상의 원인을 찾기 위해서는 간호사들이 왜 병원을 떠나는가에 대한 정확한 진단이 내려져야 한다. 간호사 부족은 대형병원보다 중 소병원, 수도권 보다는 지방에서 더욱 심각하며, 이것은 중소병원과 지방병원의 간호사 보수 및 근무여건이 서울과 수도권에 비해 상대적으로 열악하기 때문이다.
