This study aims at an in-depth study on the construction sector, mainly the training of skilled workers and employment support by public sector, the improvement of construction cost estimation method, the introduction of smart community, public architecture support center and redemption of unearned income from apartment construction.
First, the measures of training of skilled workers are as follows : ① construction of Workers Training Center and establishment of intern training system, ② reinforcement of the employment support for those who have finished the given training course, ③ the certification system of the team leader qualification in the construction working place.
Additionally, to increase the employment of construction workers, following measures should be followed : strengthening of the intensive control on illegal foreign workers, consulting of free job-information, transformation of illegal workers to regular one.
Institutional measures to promote such policies are the enactment and establishment of administrative rules.
Second, the following methods are proposed to improve the construction cost estimation method. ① the current cost data estimation system should be abolished, ② the introduction of the unit cost accumulation system, ③ the establishment of independent cost estimation center, ④ the lowest bidding system should be abolished.
Third, As a way of making smart community system, the 4th industrial revolution technology should be applied, by combining ICT technology with community housing facilities.
Forth, the establishment and operating plan of Public Architecture Support Center is proposed as a means for the advancement of architectural culture.
Lastly, as a measure of unearned-income-redemption from apartment building industry, the house supplying system based on land lease is proposed.
