The international community has pointed out fisheries subsidies as the main cause of depletion of fisheries resources and impeding the sustainability of fisheries and is in full swing establishing international norms to regulate them. In particular, there is a tendency that the fisheries subsidies rules, which started in the WTO fisheries subsidies negotiations, is first adopted in the Regional Trade Agreement, through which related rules are spreading. The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the US-Mexico-Canada Agreement (USMCA) are representative. Considering the possibility that these member states will add rules for fisheries subsidies through renegotiation of FTAs concluded with other countries, it can be said that the possibility of the spread of fisheries subsidies rules has increased. As the fisheries subsidies negotiations, which were predicted to draw meaningful results at the WTO 12th Ministerial Conference, were postponed again due to the recent COVID-19 pandemic, the WTO fisheries subsidies negotiations will inevitably be affected by the CPTPP and USMCA. This is because CPTPP and USMCA were officially entered into force in 2018 and 2020 after domestic ratification by member states, respectively, so it is expected that these countries" positions in the WTO fisheries subsidies negotiations will also change.
In this paper, the trend of WTO fisheries subsidies negotiations after the 11th Ministerial Conference is examined. In addition, by comparing and analyzing the provisions related to fishery subsidies in the CPTPP and USMCA, this study intends to forecast future WTO fisheries subsidies negotiations and to suggest future negotiation strategies.
