Psychological and cognitive approaches to foreign policy decision-making are mainly focused on individuals. These studies analyze the relationship between policymakers’ perception of their surroundings and the specific foreign policy they choose, and reveal the limited rationality of individual human actors. The fact that North Korea’s top leader has a deep connection with the U.S. in nuclear diplomacy during the Second North Korean nuclear crisis is that in a one-man dictatorship, the leadership’s high sensitivity and importance are often related to unstructured situations that cannot be solved by bureaucrats.
The characteristics of North Korea’s perception of the U.S. are negative, defensive, and at the same time, they are considered to be targets for normalization of relations, and are used as a means of internal governance. In addition, the perception of the U.S. is fundamentally hostile, but it has both ideological and practical aspects. First of all, Kim Jong-il’s perception of the U.S. in his joint New Year’s editorial and his selection of Kim Jong-il is based on his confidence in the U.S. when referring to the nuclear issue. Second, they have different perceptions of the U.S. in terms of international environmental conditions, such as ideology-oriented, practical-oriented, and parallel. Finally, they responded sensitively to ideological and cultural penetration, such as denying and threatening North Korean ideas and systems altogether. This study examined the expression of the second nuclear diplomacy based on the joint New Year’s address and a close review of Kim Jong-il’s selection using a psychological and cognitive approach to the North Korean leader’s perception of the U.S. In addition, it is meaningful to analyze the impact of Kim Jong-il’s perception of the U.S. on the internal and external effects of the Kim Jong-un regime and provide implications for denuclearizing North Korea’s nuclear weapons program in the future.
