The purpose of this paper is to clarify that the tea industry, which is a traditional industry, was be further bolstered by the policy of Encouraging New Industries when the Uji specialty of Kyoto region led the domestic boom of the industry, and that tea industry in Japan in general was transformed by this trend. The policy was largely regarded as a failure with a fragmented and short-sighted approach. However, from a longer-term perspective, Japan`s economic development, particularly in conventional industries, is thought to have had an impact through infrastructure and institutions. Analyzing the Policy of Encouraging New Industry and its impact on Japan`s traditional industry, the Kyoto prefecture tea industry in particular, this paper found that the policy led by the local government in Kyoto prefecture failed and gave a negative signal about tea export and instead drove tea businesses to turn to expand sales channels within the domestic market. Also the transportation infrastructure built by the Policy of Encouraging New Industry served the domestic expansion of the Uji tea producing area. In conclusion, this paper confirms that both the positive and negative impacts encouraged the opening of the tea industry in the Uji tea region to switch sales channels to domestic from overseas markets. The above conclusion has been corroborated by government documents and relevant literature such as the history of the tea industry.
