In Korea, the Animal Protection and Welfare Division of the Animal and Plant Quarantine Agency has been accredited by the state for breeding farms such as cattle, pigs, chickens and ducks that humanely raise animals according to animal welfare standards. Since the animal welfare and livestock certification system was introduced in 2012, the number of certified farms is continuously increasing. After the animal welfare livestock farm certification system was introduced in laying hens (2012), it was extended to pig farms (2013), broilers (2014), dairy cows, beef cattle, goats (2015), and ducks (2016). Therefore, it is necessary to investigate advanced foreign cases as it is required to improve the certification of animal welfare and livestock for the stable management and activation of the system in Korea. Related materials and data were collected through the Internet domestic and foreign laws and regulations, or literatures and were analyzed. In Europe, the basic size required for animal welfare in animal breeding was suggested. Animal welfare should be raised in the most natural environment. However, a new breeding type started with finding a way to meet both animal welfare and productivity.
