Introduction
Agriculture contributes significantly to Senegal’s national economic development and can play an important role in enhancing national development, not only in the economical aspect but also social and environmental, but agriculture continues to lag behind in comparison to other sectors in terms of growth. In this regard, the Korean government intends to support Senegal’s agriculture and rural areas.
The Government of Senegal (GOS) has established the second phase of the Program to Accelerate Senegalese Agriculture (PRACAS-2), which aims to achieve self-sufficiency in rice and onion and the development of agricultural exports.
The PRACAS2 agriculture strategy is aligned with the National Agriculture Investment Program for Food Security and Nutrition (PNIASAN 2018-2022) and represent Senegal’s contribution to the global development plan (Plan Sénégal Émergent, PSE).

Methodology
On behalf of the Korea Rural Economic Institute (KREI), the partner institute, Mutualité Finance Développement (MFD) is requested to (a) conduct a desk study to briefly introduce the overall agricultural situation of the partner country (Senegal) and select two strategic products that are crucial in terms of the country’s food security and farmers’ incomes, analyze their value chains and examine related challenges; (b) identify policy and statistics related to the agricultural sector of Senegal; and (c) conduct surveys and interviews with stakeholders af ODA.

Key Findings
Senegal’s socia-economic development process is based on a dynamic of structural transformation and growth that aims to make the rural sector (agriculture, livestock, fisheries and forestry) the driving force creating wealth, reducing unemployment and facilitating access for women and youths to decent-wage rural jobs.
The GOS has taken on board high-level African commitments to food security embodied 10 CAADP processes, especially the principle of mutual accountability that is implemented through Joint Sector Reviews.
To support its agriculture policy, Senegal has recruited various partners and donors organized in a technical framework divided by thematic interests.
Based on this analysis and its conclusions, and building on previous ODA projects in Senegal, this paper addresses the key areas for the agricultural development and cooperation in Senegal.

Recommendations
Korea’s ODA has a potential opportunity to support Senegal in areas such as: value chain upgrading and development in the agriculture sector for the country’s two most successful priority value chains, namely rice and onion.
The post-harvest and storage segments are the key obstacles in these priority value chains for greater impact on the socio-economic development of the most vulnerable actors.
