This study is conducted to analyze the qualification factors required for proceeding to the licensing programs among the participants of pre-education program in order to provide base data for the activation of National Lifeguard licensing system by proposing revision plan for licensing system based on the demands of participants. In order to achieve its purpose, the a series of surveys were provided to the participants of national lifeguard pre-education program. The decision factors for participating in national lifeguard pre-education included general attributes such as gender, age, occupation, and swimming experience as well as sub-factors of participation motives such as enjoyment factors, ostentation factors, and goal achievement factors. As a dependent variables, binary data of national lifeguard participation goal(self development, opportunity coast for job) was used. Valid samples were proceeded with factor analysis, reliability analysis, technical statistics, and binary logistic regression analysis utilzing SPSS 26.0 statistics program to draw following conclusions. First, the result of the analysis on decision factors leading to the participation of national lifeguard pre-education program showed that demographic attributes such as gender, age, occupation, and swimming experience exert significant influence. Second, the result of the analysis on decision factors leading to the participation of national lifeguard pre-education program showed that sub factors of participation motives including enjoyment factors ostentation factor, and goal achievement exerted significant influence.
