This study argues that the difference between Republic of Korea(ROK) and Japan in the participation of the Indo-Pacific strategy stems from disparities in Alliance Identity, which is a fundamental source of every alliance. At the primary stages of alliance installment in the 1950s, the common security interest was based within the ideological context of the Cold War, centred around the United States, while its regional focus was on the Pacific Ocean and Northeast Asia. However, the nature of the alliance changed its course following the arrival of unprecedented security environments, such as the end of the Cold War, the North Korean nuclear issue, and the rise of China. This paper also shows how differences in alliance identity affect the behaviour of two countries when it comes to the United States’ Indo-Pacific strategy.

이 연구는 한국과 일본, 두 국가가 모두 미국과 동맹관계에 있지만 인도-태평양 전략에 참여하는 양상이 다르다는 점에 주목한다. 그리고 그 차이가 한미동맹과 미일동맹의 근원적 특성, 즉 동맹정체성의 차이에 있다고 설명한다. 전통적 동맹이론은 동맹의 형성과 변화를 물질적 차원의 안보 이익으로 설명하고 있어 탈냉전 이후 급변하는 국제 안보 환경에 대응하는 동맹들의 반응과 특성 변화를 설명하는 데에 한계가 있다. 이에 본 연구는 한미동맹과 미일동맹의 동시적 고찰을 바탕으로 동맹에 내재하는 정체성에 주목한다. 본 연구는 국가들이 공통의 이익을 위해 결성한 연합체 또는 공동체가 가지는 본질적 속성을 동맹정체성으로 정의하고, 이를 바탕으로 두 동맹이 초기에 어떻게 성립하고 변화했는지를 분석한다. 특히 성립 초기인 1950년대 한미동맹과 미일동맹은 모두 미국을 중심으로 한 이념적 연계성을 지녔으며, 지역적으로 태평양과 극동-아시아에 대한 공통된 안보적 이익을 가지고 있었다. 그러나 냉전의 해체, 북핵 문제 그리고 중국의 부상에 따라 안보환경이 변하면서 동맹의 성격 역시 변화하고 있다. 한국과 일본은 미국이 새롭게 부상하는 중국을 견제하고자 추진하는 인도-태평양 전략에 대해 서로 다른 입장을 보이고 있다. 이에 본 연구는 동맹정체성을 통해 인도-태평양 전략을 둘러싸고 나타나는 한국과 일본의 협력양상 차이를 분석한다. 그리고 동맹정체성은 한·미·일이 가지는 북한 문제 그리고 중국의 부상에 대한 위협관에 의해 각기 다르게 형성되며, 이러한 동맹정체성의 차이가 자유롭고 열린 인도-태평양 전략(FOIP)을 둘러싼 동맹관계에도 영향을 미치고 있음을 설명한다.
