<The Concept of Cultural Policy> was enacted in September 2014 by the Presidential Decree of Kazakhstan. The concept suggests a basic direction for transforming the present Kazakhstan into a single and continuous large cultural community, including global and local issues, conflicts and intersections between central and peripheral cultures, and the establishment of cultural identity.
The <Concept of Cultural Policy for the Republic of Kazakhstan>, enacted by President Nazarbaev, is very similar to <The Principles of National Cultural Policy (Основы государственной культурной полити ки)> signed by Russian President Putin at the same time. Therefore, the work of comparing the cultural policies of the two countries in terms of cultural deterritorialization and reterritorialization also existed in the once coercive and monolithic cultural space of the Soviet Union, and the countries that were trapped in "Soviet identity" were It will be able to suggest important implications in examining how to establish one"s own identity in the midst of confrontation and tension between global cultures.
Therefore, this paper will focus on the series of cultural legislation enacted by the Kazakh government after the dissolution of the Soviet Union and its core contents. In addition, based on the legislation, we will analyze how the Republic of Kazakhstan is approaching to solve two somewhat contradictory tasks: globalization of its culture and establishment of national identity. Meanwhile, in the post-Soviet period, the Soviet cultural heritage and tradition still observed in Kazakhstan were justified within the integrated framework of "Eurasia identity" and furthermore, "Silk Road identity" to establish a new cultural identity for their country. Therefore, this paper intends to examine the cultural policy strategies of Kazakhstan in the post-Soviet period from the perspective of ‘deterritorialization’ and ‘reterritorialization’ of culture.
