This study is to analyze Busan’s service innovation ecosystem since the mid 2000s, utilizing service firm level data from Korean Innovation Survey carried out by Korean Science and Technology Policy Institute. One of our main findings is that Busan’s growth rates in the value added, employment and the number of new firms are lower than those of Korean national average during the period, 2006-2014. Second, it is estimated that the overall innovation ecosystem in Busan is poorer than that of both national average and the capital region of Korea. This result implies that the poor innovation ecosystem in Busan might provide an unfavorable environment for Busan’s growth in services. Lastly, the poor ecosystem in Busan is most critically attributed to the fact that Busan is heavily dependent on the services industries with low innovativeness. Additionally, Busan’s locational factor is also another reason for the poor innovation ecosystem. Those results suggest that Busan restructure the composition of service sectors and improve locational factor competitiveness to build a better service innovation ecosystem.
