The purpose of this study is to suggest policy direction for introduction of a town management system known as a private-led urban regeneration technique into a high-tech industrial complex in Gyeonggi-do region.
According to a survey of companies in Pangyo Techno Valley, the rate of positive responses (necessary + very necessary) to the necessity of introducing town management is 33%, which is absolutely low. When implementing town management, it was found that the project of securing parking spaces was the most important, and the need for projects related to traffic congestion relief and convenience of public transportation was also high. It is required to establish a new organization in charge of integrating environmental creation and support activities necessary for the prosperity of high-tech companies in Techno Valley, and town management is worth considering as a privately-led alternative model for such a dedicated organization. It is necessary to pursue the creation of town management suitable for high-tech industrial complexes by identifying effective incentive mechanisms for tenant companies such as direct support for management activities (logistics, sales promotion, advertisement, manpower supply, education and training, etc.).
The governance strategy of town management in a high-tech industrial complex was proposed as follows. In the short term, public-led town management will be promoted to create achievements, thereby inducing the spread of positive awareness of the private sector about town management. In the long term, as the organization of tenant companies develops and their business capabilities mature, the private sector will promote the introduction of private-led town management projects in the areas where the private sector has strengths.
Ultimately, the public and private sectors should independently develop public-led and private-led town management projects in their respective areas of comparative advantage, but pursue a public-private partnership-type town management model in which mutual links and cooperation are achieved. Furthermore, since a number of town management projects may be carried out simultaneously, led by the public and private sectors, the highest decision-making body that deliberates and coordinates these projects from the perspective of the entire high-tech industrial complex, fof example "Pangyo Techno Valley Management Council", need to be installed.
In the direction of setting up a project target area for high-tech industrial complex town management, a large-scale high-tech industrial complex composed of multiple blocks, like Pangyo Techno Valley, first attempts town management in sub-districts rather than the entire complex to create results and confirm potential. Regarding the project participants, since Korea does not have a mandatory quasi-tax collection system such as BID, the way tenants choose whether to participate in the project is a practical alternative for the town management project which involves financial burden. In addition, as a project implementation method of high-tech industrial complex town management, a strategy is needed to improve the performance of the project by entrusting it to an existing private sector specialized institution.
As a plan for institutionalization of high-tech industrial complex town management, Gyeonggi-do"s own local government ordinances can be enacted or formalized and promoted as Gyeonggi-do policy projects. If institutionalized, the scope of content needs to be such that it presents basic principles and various alternatives that can be selected. Since there is no basis for town management in higher law, a specific business model cannot be enforced. Therefore, the form of a guidance (manual) explaining the procedure and method of optimal decision making is desirable. On the other hand, "Town" in Town Management has a strong meaning as a central commercial area and downtown area of a city, so it is suggested to change the term "Town Management in a High-tech Industrial Complex" to ‘Techno Valley Management’ or ‘Special District Management’.
