This study aims to contribute to the efficiency of systematic quarantine management in Gyeonggi-do through the research on the quarantine system support plan using drones.
Drone control in the agricultural field has the advantage of low cost and high efficiency as it is possible to minimize scattering damage to nearby agricultural farms due to low flight altitude, and it is possible to maximize the medicinal effect through precise control.
Recently, by solving the problem of farmers" absence of labor through the development of low-priced equipment, it is expected to have effects such as improving productivity and minimizing poisoning damage caused by pesticides.
Some technologies such as pesticide spraying and video shooting using unmanned reconnaissance aircraft have been applied to agricultural sites, but they will be fully utilized in order to automate mission execution through integration of related fields and missions. Regional unit control system is required to ensure execution accuracy and maximize work efficiency and control effect.
In order to prevent domestic animal diseases, there are existing quarantine methods such as personnel and transportation of equipment, but new quarantine systems are needed through the development of new technologies in order to cope with large-scale personnel, equipment, time, and cost effectively.
The disinfection prevention method using drones is currently being carried out in the market through technical differentiation from the existing prevention methods.
The effectiveness of the prevention can be verified by controlling the prevention site at low cost by using drones to prevent dangerous or inaccessible places.
There is a need for a cooperation system between departments and a step-by-step implementation strategy for the promotion of drone-based control and quarantine.
Accordingly, in order to increase the effectiveness of drone quarantine, new quarantine tasks and smart drone video quarantine systems need to be operated through a new organization.
The first stage is the demonstration project and improvement of laws and systems. Primarily, through a cooperation system with relevant departments, such as the Land Information Division, the Department in charge of agriculture, and the department in charge of livestock diseases, the existing control and quarantine problems are supplemented and replaced by drone control and quarantine targets that can be reviewed and demonstrated. Should be promoted.
The second stage is to introduce the system. Through the first stage of the project, the foundation for drone control and quarantine will be prepared, and in the second stage, a smart drone video control system will be introduced to establish a system that can activate the use of drones in the field of prevention and quarantine.
It is to prepare a support system by improving the operation manual and legal system for drone control and quarantine. Drone control and quarantine operation manuals should be prepared. It is necessary to create a safe drone use environment based on the drone operation process, establish a drone operation process for various variables that may occur in the process of promoting a drone defense project, and prepare a drone operation manual to secure stability based on this content.
Laws and systems need to be improved. In order to increase the effectiveness of drone quarantine, it is necessary to verify the system, verify the latest technology, and discuss with the relevant organizations for deregulation and to present standards for improvement of the legal system and deduce regulatory improvements.
The implementation of the demonstration project should be reviewed. It is necessary to expand the drone control and quarantine support business step by step through the implementation of a demonstration project to verify the drone quarantine system and quarantine effect.
Drone control and quarantine education programs should be operated.
At the Gyeonggi-do level, there is a need to operate an education program to cultivate drone quarantine professionals who can support local community control and prevention.
A smart drone quarantine system for agricultural control and livestock epidemic prevention and response using drones should be introduced to systematically support the control and quarantine work. It is necessary to review the introduction of automation measures. From the Gyeonggi-do side, drones can be used to perform various control tasks to perform low cost, efficiency, and quarantine in places that are dangerous or difficult to access.
As the need to respond to livestock diseases is expected to increase in the future, it is necessary to introduce a system for controlling multi-drones based on a three-dimensional GCS (Ground Control System). The drone video control system should be built as an integrated drone system that can control real-time control (change/cancellation of quarantine missions) after securing safety and reliability through pre-simulation before flying a drone mission. It is possible to support rapid response quarantine in case of occurrence of various animal diseases, efficient planned quarantine based on big data, comprehensive quarantine for difficult-to-access areas, and low-cost mass simultaneous application. The video ground control system (GCS) should be applied on a cloud basis and the system should be built so that it can be applied to various industrial fields. It is necessary to establish a data map linking a system capable of controlling and controlling multiple drones such as various drones and stations, and local governments and related organizations.
